The Voices of the Empire are the cadre of mage-courtiers serving the [[Valtorran Empire]] — one of its three arms of enforcement alongside the [[Hand of The Empire|Hands of the Empire]] and the [[Eye of the Empire|Eyes of the Empire]]. Where the Hands hold power through force and the Eyes through intelligence, the Voices hold it through magical authority and political counsel, embedded at the courts of the powerful across the continent. They are fewer in number than either sister organisation, and individually more formidable — the rarest element of the Empire's reach, and in many ways the subtlest.
## Purpose & Goals
The Voices exist to project Imperial authority through arcane power and court presence. Their role is one of influence as much as capability: a Voice at a governor's court is simultaneously a mage of considerable power and a direct expression of the Empress's reach — a reminder, made flesh, that every seat of authority on [[Valtorra]] answers to [[Val Luminor]].
Their work carries a visible and an invisible face. The visible face is advisory and ceremonial: a Voice attends state functions, advises on magical matters, and lends arcane weight to Imperial proclamations. The invisible face is coercive. A governor who considers acting against Imperial interests must first reckon with the mage standing at their shoulder.

### Hand of The Empire
The [[Hand of The Empire|Hands of the Empire]] are the Voices' closest structural counterpart — both are Imperial institutions operating across the continent, both report ultimately to the Empress, and both form the iron beneath the Empire's velvet governance. In practice their roles rarely overlap: the Hands work through force and physical presence, the Voices through magic and political counsel. The relationship is professionally cooperative.
### Eye of the Empire
The [[Eye of the Empire|Eyes of the Empire]] share the Voices' preference for operating quietly and at close range to power. Both cadres maintain representatives near the Empress's seat in [[Val Luminor]], and both have access to the highest levels of Imperial governance — but their methods and mandates are distinct, and neither organisation discusses the other's business openly.

The party encountered their first confirmed Voice in [[Val Noren]], when [[Dread General Gerard Blackmarsh]] and [[Marcelle the Broken]] moved to apprehend them in the occupied streets. Marcelle operated as Blackmarsh's personal mage and field aide — a textbook deployment of a Voice in a military command role — using arcane burst and teleportation to harry the party from multiple angles. When [[Barak Stormrider]] and the [[Mawbreakers]] intervened, she seized the opening: she grabbed [[General Korvas|Korvas]] and pulled them both clear through a spatial rift before the rebels could consolidate.
#### [[Session 39 - The Stoneheart]]
Marcelle made her final appearance at the [[Stoneheart]] in [[Val Noren]], raining arcane bursts from an upper balcony as the party burst from the crypts below. A critical arrow from [[Ryo]] brought her down against the railing — she did not rise. Her death preceded Blackmarsh's by minutes, ending the party's direct encounters with the Voice of the Empire.
