The Eyes of the Empire are the [[Valtorran Empire]]'s covert intelligence arm — a distributed network of spies and assassins that operates entirely in shadow, answerable to no one within the Imperial hierarchy except [[Empress Morganna Eventide]] herself. Where the [[Hand of The Empire|Hands of the Empire]] wields force and the [[Voice of the Empire|Voices of the Empire]] project authority, the Eyes carry the Empire's secrets — and ensure that threats to the Empress's reign are neutralised before they can be spoken aloud.
## Purpose & Goals
The Eyes exists to protect the Empress and preserve Imperial dominance through means the Hands cannot provide: intelligence gathered in enemy courts, threats removed without evidence, and the quiet dismantling of movements before they can become rebellions. The network has no charter, no formal declaration, and no acknowledged existence. It serves a single master, pursues a single purpose, and leaves no visible trace of its work.

## History
The Eye of the Empire operates outside the [[Valtorran Empire]]'s formal hierarchy entirely. The network has served the Empress for the duration of her reign as a private instrument of control, reaching where open authority cannot. Its origins are not matters of public record; nothing of its founding has survived into general knowledge, and the Empire does not acknowledge its existence.
## Relations
### Hands of the Empire
The [[Hand of The Empire|Hands of the Empire]] serve as the Empire's military and enforcement arm, operating visibly and by command. The Eye works alongside the Hands in the broadest sense — both serve the Empress, both extend her reach — but the relationship is largely one-sided. The Eyes have been known to embed operatives within Hand deployments, using Imperial military structure as cover for intelligence work, as [[Seraphina]]'s posting aboard the prison ship from [[Val Noren]] demonstrated.
### Voices of the Empire
The [[Voice of the Empire|Voices of the Empire]] — the Empire's mages and courtiers — represent the public face of Imperial authority and counsel. The Eye occasionally operates within the same spheres, placing infiltrators in courts and noble institutions that the Voices also inhabit. The two arms do not openly coordinate; the Eyes' work remains concealed even from most within the Voices' ranks.

The party received their first warning about the Eye during a tense evening in [[Val Miriel]]. [[Jarek]], the long-lost father of [[Eryndor]], appeared at the party's table before drawing them aside for a private conversation by the river — and warned them of the Eyes of the Empire before vanishing into the night. Later the same session, [[Governor Tarlis Evandron]] echoed the warning, describing them as "elite assassins and spies."
#### [[Session 43 - The Shield of the North]]
Memory visions confirmed that [[Seraphina]] — the woman the party had assumed to be a Hand of the Empire aboard the prison ship at the campaign's outset — was in fact an Eye in disguise. Her true purpose had been surveillance: monitoring the prisoners and reporting on threats, with particular attention to [[Vaeleran]]. [[Ryordan Silmara|Ryo]] used the blood-paper note recovered from Seraphina's cloak to briefly contact her handler; a scrying performed the same session placed that handler inside the Citadel of [[Val Luminor]], in close proximity to the Empress — almost certainly the head of the Eye.

Further memory visions returned the party to the events of the prison ship, reinforcing the scale and reach of the Empire's intelligence apparatus. The Eyes were described as "everywhere and nowhere at once" — a shadow that those closest to Imperial power cannot escape.
