Sharp-tongued and fiercely pragmatic, she argues in cold legal precision and resolves the city's disputes by the letter of its Accords. ## Biography The Circle of the Scales resolves Sumara's internal disputes, regulates the distribution of its resources, and would, in principle, handle diplomacy with the independent Fey courts beyond the Peaks. Naivara administers that authority from the Justicium, a hall bisected into gleaming white marble and polished black stone beneath a great set of scales. On the Council of Circles she stands within [[Kaelen Vayne]]'s voting bloc, alongside [[Archivist Elrohir Gemflower|Elrohir Gemflower]] of the Scroll — an alliance held on pragmatic grounds and sufficient to stall most motions the Commander opposes. ## [[The Bloody Nails|Campaign: The Bloody Nails]] #### [[Session 47 - Confluence of the Seven]] At the [[Sumara, The Shining City#The Confluence of the Seven|Confluence of the Seven]], Naivara moved at once to block [[Ryo]]'s claim on legal grounds, invoking Article 7 of the Accords — no living witness, no documentation, no legal standing. When [[Illythia Voss]] countered with Article 12 — that the [[Vault of Memories]] is a recognised verification mechanism within the Accords — Naivara went pale and could not refute it. The motion to open the Vault passed five to two, and in the end she raised her own hand in its favour as [[Kaelen Vayne]] walked out across his light-bridge.
