Cold, calculating, and always mindful of the pressure bearing down from above, he administered the occupation from the commandeered half of the [[Point Blackrock#The Frosthearth|Frosthearth]] with the efficiency of a man who understood that failure would not be forgiven. ## Biography Surne was the Empire's man in the north: not a frontline general but an administrator and enforcer, tasked with holding [[Point Blackrock]] stable while [[Dread General Gerard Blackmarsh]] drove the campaign deeper into enemy territory across the [[Frostway]]. He oversaw four military crossings of the ice, moving approximately ten thousand Imperial soldiers toward [[Val Noren]], coercing the [[Frostwardens]] into guiding them — knowing full well that several crews who crossed never returned. He divided the Frosthearth with Warden-Master Harren Vol, and the arrangement suited him.
