**General Varan Brado** is a human officer of the [[Valtorran Empire|Valtorran Empire]] and the commanding military presence in [[Val Miriel]]. Where the city's governor [[Governor Tarlis Evandron|Governor Tarlis]] is content to manage appearances, it is Brado who sets the tone — tightening the Imperial grip on the populace through elevated taxes, arbitrary arrests, and the threat of conscription or exile to [[Skyreach]].
## Biography
Brado has long served the [[Valtorran Empire|Empire]] as an instrument of enforcement rather than governance. His approach to order is deliberately punitive: the display of power matters as much as its exercise, and occasional cruelty is, in his view, a form of civic maintenance. When he was dispatched to make an example of the outlying city of [[Camaar]], he selected citizens at random for public execution — not for any crime, but to remind the region that Imperial reach has no borders. Among those killed were the parents of a girl named [[Lia]], who survived, found refuge with the [[Veiled Cubs]], and has carried the ambition to kill Brado ever since.
Back in Val Miriel, Brado operates from [[The Bastion]], the Imperial military headquarters in the city. Under his authority, more citizens have been hauled in on minor pretexts — funnelled into military service or shipped to the labour operations at [[Skyreach]]. Governor Tarlis holds the nominal title, but the general's will runs through the city's institutions unchallenged.

Brado survived an assassination attempt at [[The Bastion]] — an unsanctioned solo strike by [[Lia]], who slipped away from the party during a heist and tried to cut his throat. the [[Order of Ravens]] detained her immediately after, debating what to do with a young operative who had gone dangerously rogue. Governor Tarlis sent a message to the party demanding answers; they denied involvement.

The party met [[Lia]] at the Ravens' headquarters before departing Val Miriel through the Underrun. She confirmed to [[Vaeleran]] and [[Eryndor]] that the attempt on Brado's life was personal — he executed her parents in [[Camaar]]. They urged her to keep the Nest's interests above her own vendetta.
